Her broad multi-tiered government experience, audit background, and strategic program management equip her to bring structured oversight, financial transparency, and mission-focused leadership to non-profit governance.
Kareena Singh is a graduate of Seminole State College, where she earned her degree in Information Systems Technology. Teresa Spencer is an accomplished payroll and human resources professional with extensive experience in financial operations, regulatory compliance, and organizational leadership. As Senior Payroll Manager at the Henry M. Jackson Foundation, she oversees approximately $300 million in annual payroll supporting employees across multiple states and countries. Her responsibilities include payroll governance, tax reporting, general ledger integration, audit support, and policy development.
Teresa holds a B.A. in Economics from the University of Maryland, College Park, and is a Certified Payroll Professional (CPP) and SHRM Senior Certified Professional (SHRM-SCP). Her financial expertise, compliance knowledge, and leadership experience bring valuable insight, thoughtful oversight to support the Board of A Solid Ground Foundation mission and goals.
